ANNUAL TOWN BUDGET MEETING

Will be held at the Eastford Elementary School, 12 Westford Road, in said Town on:

MONDAY, MAY 20, 2013 AT 7:00 PM

To consider and act upon the following items:

1. To act on nominating a Moderator to preside at said meeting.

2. To act on the proposed budget of the Town Government in the amount of $1,231,395 for the fiscal year commencing July 1, 2013 and ending June 30, 2014.

3. To act upon the proposed budget of the Board of Education in the amount of $3,711,407 for the fiscal year commencing July 1, 2013 and ending June 30, 2014.

4. To accept the 2011-2012 Annual Town Report

5. To act on empowering the Board of Selectmen to lay a mil rate and establish a collection period on the last completed Grand List sufficient to pay the estimated expenses of the Town of Eastford.

6. To act on empowering the Tax Collector to waive collection of any property tax due in an amount less than five (5) dollars for the 2013-2014 fiscal year.

7. To act on empowering the Board of Selectmen and the Board of Education to apply for, receive, and expend grant funds.

Eastford maintains the New England tradition of town meetings where every voter, as well as certain non-resident property owners, has an oppurtunity to participate in approval of budgets for both the Board of Education and Board of Selectmen, to have a say in setting the tax rate, and to propose or act on local ordinances.

Budgets are acted on during the first 15 days in May, in preparation for the beginning of the fiscal year on July 1st. Taxes are based on the ownership of property as of the previous October 1st, which is an arbitrary date but is used for that purpose by all the state's 169 towns.

After reports of the Town's Auditor and its officials have been printed in the Annual Town Report, the Selectmen set a date for the Annual Town Meeting. Other business can be transacted at that time, as well as during the May session, provided notice thereof is included in calls for the meetings. Special Town Meetings are held as neccessary, either on the initiative of the Selectmen or on the petition of voters.

Notice of Town Meetings is given by publishing a written warning signed by the Selectmen in a newspaper published in the town or having a general circulation in the town and by posting the warning on the town's bulletin board at the Town Office Building, Lower Level. The warning of the town meeting must be published and posted at least 5 days previous to holding the meeting. As a courtesy, warnings of town meetings are also posted at the Eastford Post Office.

EASTFORD ELEMENTARY SCHOOL GYMNASIUM

A Public Hearing will be held on Monday, April 23, 2012 at 7:00 pm in the Eastford Elementary School Gymnasium for the Board of Education’s and the Board of Selectmen’s proposed budgets for the fiscal year 2012/2013, including Debt Service, Capital Improvements and Capital Non-Recurring Expenditures.

Citizens are invited to express their opinions on all budgets. Copies of the budgets are available after April 12, 2012 at the Town Office Building, Eastford Elementary School and the Library. They will also be available at the hearing.
